www.newsjobmp.com--एक से 30 सितंबर तक की अवधि के लिये भारत सरकार द्वारा जारी गाइडलाइन्स के पालन हेतु प्रदेश सरकार ने आदेश जारी कर दिये हैं। अपर मुख्य सचिव गृह डॉ. राजेश राजौरा ने आदेश जारी करते हुए बताया है कि रियायतों के साथ अनलॉक 4 की गाइडलाइन्स जारी की गई हैं। उन्होंने बताया कि कोरोना की चेन-ब्रेकिंग के लिये आवश्यकताओं को दृष्टिगत रखते हुए पुख्ता प्रबंध कर निश्चित लोगों की उपस्थिति में 21 सितंबर के बाद कार्यक्रम आयोजित हो सकेंगे। गाइडलाइन्स का उल्लंघन होने पर कानूनी कार्यवाही की जाएगी।
केन्द्रीय स्वास्थ्य एवं परिवार कल्याण मंत्रालय द्वारा जारी की जाने वाली एसओपी के बाद 21 सितंबर से अधिकतम 100 लोगों की उपस्थिति में विभिन्न सामाजिक अकादमिक, स्पोर्ट्स, मनोरंजन, सांस्कृतिक, धार्मिक, राजनैतिक और अन्य सामुहिक कार्यक्रम किये जा सकेंगे। इसमें भी फेस मास्क, सोशल डिस्टेंसिंग, थर्मल स्केनिंग और सेनेटाइजेशन के प्रबंध रखना अनिवार्य रहेगा।
21 सितंबर 2020 से कन्टेंमेंट जोन के बाहर के स्कूलों में ऑनलाइन और डिस्टेंस लर्निंग की गतिविधियाँ संचालिक हो सकेंगी। स्कूलों में 50 प्रतिशत टीचिंग और नॉन-टीचिंग स्टाफ को बुलाया जा सकेगा। कक्षा 9वीं से 12वीं तक के विद्यार्थी पालकों की सहमति से स्कूलों में शिक्षकों से मार्गदर्शन प्राप्त करने के लिये आ सकेंगे। राष्ट्रीय संस्थानों और इससे पंजीकृत संस्थानों में लघु कौशल शिक्षण की अनुमति रहेगी। उच्च शिक्षा विभाग गृह मंत्रालय की सहमति से शोधार्थियों और तकनीकि और व्यावसायिक कार्यक्रमों में स्नातकोत्तर कक्षाओं में अध्ययनरत छात्रों को कोविड-19 की गाइडलाइन्स अनुसार अनुमति प्रदान कर सकेगा। 30 सितंबर तक स्कूल, कॉलेज, शैक्षणिक और कोचिंग संस्थान बंद रहेंगे। इनमें नियमित संचालित होने वाली गतिविधियाँ नहीं होंगी।
केन्द्रीय स्वास्थ्य एवं परिवार कल्याण मंत्रालय के निर्देशानुसार जिला कलेक्टर कोरोना की चेन को तोड़ने के लिये माइक्रो लेवल पर कंटेनमेंट जोन को चिन्हांकित कर सकेंगे। जिला कलेक्टरों को इन जोन्स को वेबसाइट पर अधिसूचित करना होगा। राज्य में कहीं भी आने-जाने पर कोई पाबंदी नहीं रहेगी। आने-जाने के लिये किसी प्रकार की अनुमति, अनुमोदन या ई-परमिट की जरूरत नहीं होगी। अनलॉक 4 की गाइडलाइन्स में 65 वर्ष से अधिक उम्र के वृद्धजनों और 10 वर्ष से कम उम्र के बच्चों को अत्यावश्यक नहीं होने पर घरों में रहने की सलाह दी गई है।
भारत सरकार द्वारा जारी अनलॉक 4 की गाइडलाइन्स में राज्य स्तर से किसी भी प्रकार का बदलाव नहीं किया जा सकेगा। सोशल डिस्टेंसिंग का पालन कराने के लिये राज्य सरकार धारा 144 का प्रयोग कर सकती हैं। गाइडलाइन का उल्लंघन करने पर आपदा प्रबंधन अधिनियम 2005 के अन्तर्गत कानूनी कार्यवाही की जाएगी।

The State Government has issued orders for following the guidelines issued by the Government of India for the period from 1 to 30 September. While issuing the order, Additional Chief Secretary Home Dr. Rajesh Rajaura has informed that the Unlocked 4 guidelines have been issued along with the concessions. He informed that keeping in view the requirements for chain-breaking of Corona, after making solid arrangements, programs will be organized after September 21 in the presence of certain people. Legal action will be taken if the guidelines are violated.
After the SOP to be released by the Union Ministry of Health and Family Welfare, various social academic, sports, entertainment, cultural, religious, political and other community events will be organized from September 21 in the presence of maximum 100 people. It will also be mandatory to manage face masks, social distancing, thermal scanning and sanitization.
From 21 September 2020, online and distance learning activities will be operational in schools outside the concentration zone. 50 percent teaching and non-teaching staff will be called in schools. Students of class 9th to 12th will be able to come to schools with the consent of parents to get guidance from teachers. Small skill teaching will be allowed in national institutions and registered institutions. The Department of Higher Education, with the consent of the Ministry of Home Affairs, will be able to allow researchers and students studying in postgraduate classes in technical and vocational programs as per the guidelines of Kovid-19. Schools, colleges, educational and coaching institutes will remain closed till 30 September. These will not have regular activities.
According to the instructions of the Union Ministry of Health and Family Welfare, the District Collector will be able to identify the Containment Zone at the micro level to break the corona chain. District collectors must notify these zones on the website. There will be no restriction on movement and movement anywhere in the state. No permission, approval or e-permit will be required for commuting. The Unlock 4 Guidelines recommend that older people over 65 years of age and children under 10 stay in homes if not necessary.
There will not be any change in the Unlock 4 guidelines issued by the Government of India from the state level. The state government can use section 144 to ensure social distancing. Violation of the guideline will lead to legal action under the Disaster Management Act 2005.
