मध्यप्रदेश में हर दो माह में ग्राम सभा होगी
www.newsjobmp.com--पंचायत एवं ग्रामीण विकास मंत्री महेन्द्र सिंह सिसोदिया ने सोमवार को Panchayat, Rural Development and Social Welfare Department of Madhya Pradesh की समीक्षा बैठक ली। उन्होंने कहा कि विकसित मध्यप्रदेश की परिकल्पना से विकास की रफ्तार तेज होगी और जन-मानस में खुशहाली आयेगी। इस संबंध में विभागीय अधिकारी योजनाओं के क्रियान्वयन में प्रभावी भूमिका निभायें। प्रदेश की तस्वीर और तकदीर बदलने की राज्य शासन की मंशा में सभी अधिकारी प्रशासनिक क्षमता, कर्मठता, परिश्रम और प्रमाणिकता के साथ कार्य करें।
मंत्री श्री महेन्द्र सिंह सिसोदिया ने कहा कि प्रदेश में हर दो माह में ग्रामसभाएँ आयोजित हों, जिसमें सभी ग्रामवासियों की विशेष रूप से उपस्थिति सुनिश्चित करें। ग्रामसभा में शासन की जन-कल्याणकारी योजनाओं की जानकारी दी जायेगी। हर ग्राम में शांतिधाम बनेगा तथा निर्माण कार्यों की गुणवत्ता की सतत मॉनीटरिंग होगी। महात्मा गाँधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजनांतर्गत ग्रामीण परिवारों के वयस्क व्यक्ति, जो अकुशल श्रम करने के योग्य हैं, इनके परिवार को वर्ष में कम से कम 100 मानव दिवस का रोजगार उपलब्ध कराया जायेगा। सार्वजनिक एवं निजी परिसम्पत्तियों का सृजन, जो स्थाई हो, किया जायेगा।
प्रदेश के ग्रामीण क्षेत्र के विकास एवं उन्नति के लिये और अन्य प्रयोजनों के लिये पानी की उपलब्धता सुनिश्चित की जाना आवश्यक है। राज्य शासन ने जल-संरक्षण और संवर्धन को सर्वोच्च प्राथमिकता दी है। जल-संरक्षण और जल-संवर्धन (चेक डेम, मेलियन, तालाब, खेत-तालाब, कन्टूर ट्रेंच, वोल्डर चेक, रूफ वॉटर हॉर्वेस्टिंग, परकोलेशन तालाब, रिचार्ज पिट) आदि शामिल हैं। इनमें भूमि विकास, कुआँ निर्माण, वृक्षारोपण, नर्सरी विकास, चारागाह विकास, वर्मी कम्पोस्ट, नाडेप, समूहों की आजीविका गतिविधि के लिये वर्क शेड निर्माण किया जा रहा है।
बैठक में बताया गया कि ठेकेदार व श्रम-विस्थापन करने वाली मशीनरी का उपयोग कार्यों के निष्पादन के लिये प्रतिबंधित है। जिला स्तर पर मजदूरी सामग्री अनुपात 60:40 अनिवार्य हैं। मजदूरी का भुगतान श्रमिकों के व्यक्तिगत खाते में सीधा भुगतान किया जायेगा। सामग्री का भुगतान पंजीकृत वेण्डर बैंक, डाकघर के खाते में प्रशासनिक मदद में होने वाले व्यय का भुगतान एफटीओ के माध्यम से, शत-प्रतिशत मानदेय आदि का ऑनलाइन भुगतान किया जायेगा।
बैठक में पंचायत एवं ग्रामीण विकास राज्य मंत्री श्री रामखेलावन पटेल ने पंचायती राज्य से संबंधित अनेक सुझाव दिये। इस अवसर पर अपर मुख्य सचिव पंचायत एवं ग्रामीण विकास श्री मनोज श्रीवास्तव ने मध्यप्रदेश ग्रामीण सड़क विकास प्राधिकरण, म.प्र. आजीविका, पंचायती राज्य संचालनालय, महात्मा गाँधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना, प्रधानमंत्री आवास योजना ग्रामीण, मध्यान्ह भोजन कार्यक्रम, सरवन मिशन, स्वच्छ भारत मिशन, प्रधानमंत्री कृषि सिंचाई योजना, ग्रामीण यांत्रिकी सेवा, महात्मा गाँधी राज्य ग्रामीण विकास एवं पंचायतराज संस्थान और जल एवं भूमि प्रबंधन संस्थान वाल्मी की गतिविधियाँ और आयोजित होने वाले प्रशिक्षणों पर विशेष रूप से प्रकाश डाला।

The state government has given top priority to water conservation and promotion. Water conservation and water augmentation (check dams, mellions, ponds, farm-ponds, contour trenches, wolder checks, roof water harvesting, percolation ponds, recharge pits) etc. These include land development, well construction, plantation, nursery development, pasture development, vermi compost, nadep, work sheds are being constructed for livelihood activity of the groups.
It was informed in the meeting that the use of contractors and labor-displacing machinery is prohibited for execution of works. 60:40 wage content ratios are mandatory at the district level. Payment of wages will be paid directly to the personal account of the workers. Payment of material, expenses for administrative assistance in the account of registered vendor bank, post office, through FTO, 100% honorarium etc. will be paid online.
In the meeting, Minister of State for Panchayat and Rural Development Shri Ramkhelavan Patel gave many suggestions related to Panchayati State.
