कलेक्टर श्री कौशलेन्द्र विक्रम सिंह ने बताया कि एक हफ्ते के लॉकडाउन के दौरान ग्वालियर शहर में किसी भी प्रकार के सामाजिक, धार्मिक एवं राजनैतिक समारोह आयोजित नहीं किए जा सकेंगे। कहीं भी भीड़ पाए जाने पर आपदा प्रबंधन अधिनियम एवं अन्य कानूनी प्रावधानों के तहत सख्त कार्रवाई की जाएगी। लॉक डाउन के दौरान जिले की सभी सीमाएं पूरी तरह सील रहेंगी। सीमा पर बने नाकों पर कड़ी निगरानी रहेगी। जिले के भीतर किसी को भी प्रवेश करने की अनुमति नहीं होगी और न ही किसी को जिले से बाहर जाने दिया जाएगा। केवल आपातकालीन मेडिकल जरूरत होने पर ही जिले से बाहर और भीतर आने-जाने की अनुमति दी जाएगी।

क्राईसेस मैनेजमेंट की बैठक में लिया गया निर्णय
कोविड -19 के बडते संक्रमण को देखते हुए ग्वालियर शहर में 7 दिन के लिए संपूर्ण लॉकडाउन (कर्फ्यू) लागू करने का निर्णय लिया गया है। इस दौरान आवश्यक वस्तुएं जिनमें दूध, सब्जी एवं दवाओं की उपलब्धता के लिए कुछ समय के लिए छूट रहेगी। शेष समय संपूर्ण शहर पूर्णत: बंद रहेगा। कलेक्टर श्री कौशलेन्द्र विक्रम सिंह की अध्यक्षता में सोमवार को क्राईसेस मैंनेजमेंट की बैठक में यह निर्णय लिया गया। बैठक में लिए गए निर्णय को राज्य शासन को भेजा गया है। शासन से स्वीकृति प्राप्त होने के पश्चात लॉकडाउन के आदेश पारित किए जाएंगे।
कोविड-19 के बडते संक्रमण के कारण ग्वालियर में मरीजों की संख्या बडने के कारण शहर में लॉकडाउन की आवश्यकता को देखते हुए कलेक्टर कार्यालय के सभाकक्ष में क्राईसेस मैनेजमेंट की बैठक में विस्तार से चर्चा कर महत्वपूर्ण निर्णय लिये गए। बैठक में क्षेत्रीय सांसद श्री विवेक नारायण शेजवलकर, जिला पंचायत की प्रशासकीय समिति की अध्यक्ष श्रीमती मनीषा भुजवल यादव, पुलिस अधीक्षक श्री नवनीत भसीन, नगरनिगम आयुक्त श्री संदीप माकिन, एडीएम श्री किशोर कान्याल, एडीसनल एसपी श्री पंकज पाण्डे, भाजपा जिला अध्यक्ष श्री कमल माकीजानी, जिला कॉग्रेस कमेटी के अध्यक्ष श्री देवेन्द्र शर्मा, पूर्व विधायक श्री रमेश अग्रवाल, श्री मदन कुशवाह, भाजपा के ग्रामीण अध्यक्ष श्री कौशल शर्मा, चेम्बर ऑफ कॉमर्स के सचिव श्री प्रवीण अग्रवाल, भाजपा के पूर्व जिला अध्यक्ष श्री देवेश शर्मा, समाज सेवी श्री भूपेन्द्र जैन के साथ ही विभागीय अधिकारी उपस्थित थे।
क्राईसेस मैनजमेंट की बैठक में सर्वसम्म्ति से निर्णय लिया गया कि कोरोना के बढते प्रभाव को देखते हुए शहर में 7 दिन का संपूर्ण लॉकडाउन लागू किया जाए। लॉकडाउन लागू करने से पूर्व शहर वासियों को उसकी सूचना अवश्य दी जाए। लॉकडाउन के दौरान अनावश्यक रूप से लोग ना निकलें इसके लिए शक्ति से पालन भी सुनिश्चित किया जाए। आम नागरिकों के लिए आवश्यक वस्तुओं में दूध , सब्जी की उपलब्धता की व्यवस्था भी की जाए। इसके साथ ही चिन्हित मेडीकल स्टोर भी लोगों को दवा की उपलब्धता के लिए खुले रखे जाएं।
बैठक में यह भी तय किया गया कि ऐसे उद्योग जिनमें श्रमिकों को वहीं पर रख कर कार्य कराया जा सकता है उन्हें अनुमति प्रदान की जाए। जिले की सीमा को सील किया जाए और आवश्यकता को देखते हुए शहर में आने व जाने वालों के लिए पास की व्यवस्था की जाए। बैठक में यह भी तय किया गया कि संक्रमण को देखते हुए लोगों में जागरूकता के लिए विशेष प्रयास किए जाए।

इसके साथ ही कोरोना की सेंपलिंग अधिक से अधिक की जाए। उन्होंने यह भी कहा कि लॉकडाउन लागू करने से दो दिन पहले लोगों को उसकी सूचना अवश्य दी जाए।
जिला पंचायत की प्रशासकीय समिति की अध्यक्ष श्रीमती मनीषा भुजवल यादव ने कहा कि शहरी क्षेत्र के साथ साथ ग्रामीण क्षेत्र में भी कोरोना संक्रमण की रोकथाम के लिए प्रभावी उपाय किए जाऐं। पंचायतों के माध्यम से ग्रामीण क्षेत्र में भी लोग मास्क पहन कर ही घर से निकलें यह सुनिश्चित किया जाए।
भाजपा के जिला अध्यक्ष श्री कमल माकीजानी ने कहा कि लॉकडाउन को लोग अब बहुत ही हल्के में ले रहे हैं। बढते हुए संक्रमण को देखते हुए सात दिन का कर्फ्यू लगाया जाना चाहिए। बैठक में काँग्रेस के जिला अध्यक्ष श्री देवेन्द्र शर्मा ने कहा कि कोरोना के संक्रमण को देखते हुए लॉकडाउन अथवा कर्फ्यू लगाने की अपेक्षा लोगों को जागरूक करने के साथ-साथ व्यवस्थाओं को और बेहतर किया जाना चाहिए।
चेंम्बर ऑफ कॉमर्स के सचिव श्री प्रवीण अग्रवाल ने कहा कि लॉकडाउन संक्रमण रोकने का उपाय नहीं है। शहर में शराब की दुकानें खुली रहें और लोग अन्य जिलों से शहर में आते रहें तो संक्रमण रूक नहीं सकता है। लॉकडाउन की अपेक्षा व्यवस्थाओं को और बेहतर करने के साथ साथ हमारे शहर में आयुर्वेद के जो बडे जानकार हैं और वेद्य हैं उनसे सलाह मसविरा किया जाना चाहिए।
पूर्व विधायक श्री रमेश अग्रवाल ने बैठक में कहा कि व्यापारियों की स्थिति पहले ही खराब है ऐसे में सात दिन पुन: बाजार बंद करना ठीक नहीं है। बाजार बंद करने की अपेक्षा व्यवस्थाओं को और बेहतर करना चाहिए। पूर्व विधायक श्री मदन कुशवाह ने भी कहा कि संक्रमण को देखते हुए लॉकडाउन जरूरी है। समाजसेवी श्री भूपेन्द्र जैन ने भी लॉकडाउन की आवश्यकता बताते हुए कहा कि लॉकडाउन के दौरान गरीब एवं जरूरतमंदों की आवश्यकताओं को भी देखते हुए प्रबंध किए जाना चाहिए। इसके साथ ही शहर में आने एवं जाने वालों के लिए पास की व्यवस्था भी होनी चाहिए। भाजपा के ग्रामीण अध्यक्षय श्री कौशल शर्मा ने भी संक्रमण की रोकथाम के लिए लॉकडाउन को आवश्यक बताया।
कलेक्टर श्री कौशलेन्द्र विक्रम सिंह ने बैठक में कहा कि क्राईसेस मैनेजमेंट की बैठक में जो महत्वपूर्ण सुझाव प्राप्त हुए हैं उनके आधार पर प्रस्ताव तैयार कर शासन को भेजा जा रहा है। शासन की अनुमति के पश्चात ही विधवत आदेश पारित किए जायेंगे। आदेश पारित करने से पूर्व लोगों को इसकी सूचना दी जाएगी। उसके पश्चात ही लॉकडाउन लागू किया जाएगा।
पुलिस अधीक्षक श्री नवनीत भसीन ने कहा कि बढते हुए संक्रमण को देखते हुए लॉकडाउन आवश्यक है। इसके साथ ही हम सब को भी लोगों को जागरूक करने और संक्रमण की रोकथाम के लिए सावधानी बरतने की अपील आमजनों से करना चाहिए। इसके साथ ही शहर में सामाजिक, धार्मिक एवं राजनैतिक ऐसे कोई कार्यक्रम आयोजित ना किए जाऐं जिनमें बडी संख्या में लोग एकत्रित होते हैं। क्राईसेस मैनेजमेंट के सभी सदस्य भी इस दिशा में अपनी महत्वपूर्ण भूमिका का निर्वहन करें तथा आमजनों को भी कोरोना से संक्रमण की रोकथाम हेतु सावधानी बरतने की अपील करें।

If liquor shops are open in the city and people keep coming to the city from other districts then the infection cannot stop. Along with making the systems better than the lockdown, we should be consulted with the great knowledge of Ayurveda and Vedya in our city.
Former MLA Mr. Ramesh Aggarwal said in the meeting that the situation of traders is already bad, in such a situation it is not right to close the market again for seven days. Arrangements should be better done than closing the market. Former MLA Mr. Madan Kushwaha also said that lockdown is necessary in view of the transition. Social worker Shri Bhupendra Jain also stated the need for lockdown and said that during lockdown, arrangements should be made keeping in mind the needs of the poor and needy.
