राज्य शासन ने प्रदेश में 15 अगस्त, 2020 को स्वतंत्रता दिवस समारोह के आयोजन के सिलसिले में रूपरेखा तय कर दी है। राज्य-स्तर, जिला, जनपद पंचायत और पंचायत मुख्यालयों पर किये जाने वाले आयोजन शासन द्वारा जारी दिशा-निर्देशों के अनुरूप ही आयोजित किये जायें।
राज्य-स्तर पर मुख्यमंत्री श्री शिवराज सिंह चौहान प्रात: 9 बजे के पूर्व शहीद स्मारक में पुष्प अर्पित करेंगे। तदुपरांत मुख्यमंत्री प्रात: 9 बजे मोतीलाल नेहरू स्टेडियम में ध्वजारोहण करेंगे एवं प्रदेश की जनता को संबोधित करेंगे। उक्त संबोधन प्रदेश के सभी जिलों में लाइव टेलीकास्ट के माध्यम से सुना जा सकेगा। मुख्य कार्यक्रम में प्रदेश के सभी मंत्रीगण उपस्थित रहेंगे।
जिला-स्तर पर कलेक्टर कार्यालय में कलेक्टर द्वारा ध्वजारोहण किया जायेगा। सलामी के बाद राष्ट्रगान का गायन होगा। कलेक्टर कार्यालयों में मुख्यमंत्री का संबोधन सुनने के इंतजाम किये जायेंगे।
जिला पंचायत कार्यालयों में जिला पंचायत अध्यक्ष/प्रशासनिक समिति के प्रधान द्वारा औपचारिक रूप से राष्ट्रीय ध्वज फहराया जायेगा तथा कार्यक्रम में राष्ट्रीय गान गाया जायेगा। इसी प्रकार जनपद पंचायत कार्यालय में जनपद पंचायत अध्यक्ष/प्रशासनिक समिति के प्रधान तथा पंचायत कार्यालय में सरपंच/प्रशासनिक समिति के प्रधान द्वारा औपचारिक रूप से राष्ट्रीय ध्वज फहराया जायेगा तथा कार्यक्रम में राष्ट्रीय गान गाया जायेगा। जिला, जनपद, ग्राम पंचायत में निर्वाचित अध्यक्ष/प्रशासनिक समिति के प्रधान के उपलब्ध न होने पर कार्यालय प्रमुख द्वारा ध्वजारोहण किया जायेगा। नगर निगम/नगरपालिक/नगर परिषद कार्यालय में महापौर/अध्यक्ष राष्ट्रीय ध्वज फहरायेंगे। शेष नगरीय निकायों में आयुक्त/मुख्य नगरपालिका अधिकारी द्वारा ध्वजारोहण किया जायेगा।
जिला-स्तर पर कलेक्टर कार्यालय/जिला पंचायत/नगर निगम/नगरपालिका/नगर परिषद/जनपद पंचायत/ग्राम पंचायत कार्यालयों में ध्वजारोहण और राष्ट्रगान का कार्यक्रम प्रात: 8.45 बजे तक अनिवार्य रूप से पूर्ण किया जाना चाहिये ताकि मुख्यमंत्री द्वारा प्रदेश की जनता के नाम संबोधन को सुना और देखा जा सके।
सभी शासकीय कार्यालयों पर राष्ट्रीय ध्वज फहराये जायें। कार्यालय प्रमुख प्रात: 8 बजे अपने विभाग के सीमित संख्या में अधिकारियों/कर्मचारियों की मौजूदगी में कार्यालय भवन पर राष्ट्रीय ध्वज फहरायेंगे।
जारी दिशा-निर्देशों में कहा गया है कि स्वतंत्रता दिवस पर जिला एवं जनपद स्तर पर कोई भी सार्वजनिक कार्यक्रम आयोजित नहीं किया जाये। स्वतंत्रता दिवस के कार्यक्रम में जन-सामान्य एवं स्कूली बच्चों को शामिल न किया जाये। कार्यक्रम स्थल पर प्राथमिक चिकित्सा की व्यवस्था अनिवार्य रूप से रखी जाये। स्वतंत्रता दिवस पर किसी सांस्कृतिक कार्यक्रम का आयोजन नहीं किया जायेगा। कार्यक्रम स्थल पर हेण्ड सेनेटाइजर, मास्क एवं सामाजिक दूरी का विशेष ध्यान रखना होगा।
स्वतंत्रता दिवस-2020 के अवसर पर प्रदेश में स्थित मुख्य सार्वजनिक भवनों एवं राष्ट्रीय महत्व की इमारतों में 14 एवं 15 अगस्त, 2020 की रात में प्रकाश की व्यवस्था की जाये। कोविड-19 संक्रमण के संबंध में भारत सरकार के गृह मंत्रालय और स्वास्थ्य एवं परिवार कल्याण मंत्रालय द्वारा जारी सभी दिशा-निर्देशों एवं राज्य शासन द्वारा समय-समय पर जारी किये गये निर्देशों का कड़ाई से पालन सुनिश्चित किया जाये।

The state government has set a framework for organizing the Independence Day celebrations on August 15, 2020 in the state. The events to be held at the state level, district, district panchayat and panchayat headquarters should be organized as per the guidelines issued by the government.
At the state level, Chief Minister Shri Shivraj Singh Chauhan will offer flowers at the martyr's memorial before 9 am. Thereafter, the Chief Minister will hoist the flag at Motilal Nehru Stadium at 9 am and will address the people of the state. The said address will be heard through live telecast in all districts of the state. All the ministers of the state will be present in the main event.
Flag hoisting will be done by the collector at the district level collector office. The salute will be followed by the singing of the national anthem. Arrangements will be made to hear the Chief Minister's address in the Collector offices.
In the District Panchayat offices, the National Flag will be formally hoisted by the President of the District Panchayat President / Administrative Committee and the National Anthem will be sung in the program. Similarly, the National Flag will be formally hoisted by the District Panchayat President / Head of Administrative Committee and Head of Sarpanch / Administrative Committee in Panchayat Office and National Anthem will be sung in the program. In the district, district, gram panchayat, flag hoisting will be done by the head of the office if elected president / head of administrative committee is not available. The Mayor / President will unfurl the National Flag in the Municipal Corporation / Municipal / Municipal Council office. Flag hoisting will be done by the Commissioner / Chief Municipal Officer in the remaining urban bodies.
The flag hoisting and national anthem should be compulsorily completed by 8.45 am at the district level at the Collector Office / District Panchayat / Municipal Corporation / Municipal Council / Municipal Council / Janpad Panchayat / Gram Panchayat Offices so that the Chief Minister's public name should be given by the Chief Minister. The address can be heard and seen.
National flags should be hoisted at all government offices. Office heads will hoist the national flag at the office building in the presence of a limited number of officers / employees of their department at 8 am.
It has been said in the guidelines issued that no public program should be organized at the district and district level on Independence Day. Public and general school children should not be included in the program of Independence Day. Arrangement of first aid should be made mandatory at the venue. No cultural program will be organized on Independence Day. Hand sanitizer, mask and social distance will have to be taken care of at the venue.
On the occasion of Independence Day -2020, lighting should be arranged in the main public buildings and buildings of national importance in the state on the night of August 14 and 15, 2020. Ensure strict compliance of all the guidelines issued by the Government of India, Ministry of Home Affairs and Ministry of Health and Family Welfare and the State Government issued from time to time in connection with Kovid-19 infection.
